The report examines how Ofgem and Ofwat have handled environmental and social issues and the extent to which they are moving beyond their original narrower role as economic regulators. It makes a number of recommendations on how the regulators should respond to the sustainability agenda, and the respective roles that the regulators, government departments and other relevant agencies should play.
