Zoe McLeod became our Policy Director in May 2022, having been an Associate for many years. She is a consumer policy and regulatory expert with a particular focus on energy, water, innovation and consumer vulnerability and engagement issues.
She is the Director of the Consumer Watchdog, independent Chair of the South East Water's Customer Challenge Group and also Cadent Gas' Customer Engagement Group and a consumer advocate on National Grid's User Group. She has more than 20 years’ experience as a consumer and community champion, including working for Citizens Advice (and its predecessor bodies Consumer Focus and Consumer Futures), the fuel poverty charity National Energy Action, Friends of the Earth and with local and national government.
She led on the Consumer Vulnerability Strategy at Ofgem and has been a member of Ofwat’s Expert Advisory Panel supporting the Water 2020 programme.
Other roles include: a Board member at the Bar Standards Board, the regulator for barristers; non-executive Director representing consumer interests for Smart Energy GB; a representative on the Fuel Poverty Advisory Group for England (FPAG); member of DECC's Consumer Vulnerability Task Force and Ofgem's Consumer Vulnerability Group, a consumer representative on the Smart Metering Ministerial Steering Group and a number of smart metering expert groups. Also, elected councillor/Assistant Cabinet Member for Young People and Youth Services at Richmond upon Thames Council (2006-2010) including Chair of the Floooding Prevention Task Group.
